本稿は、一般に職業能力と称される事柄を職業的資質(能力と人格的・社会的な側面を含む)とし、その評価指標開発に関する議論と実際を国際的、国内的な比較研究の視野から分析を行うことを目的とする。おもに1990 年代以降展開された職業的資質評価の試みは、①各種のスキルをコンピテンシーなる指標で総称するアメリカ的パターン、②クォーリフィケーションなるより職種志向の資格概念のもとに知識、スキル(技術的と社会的)、コンピテンス(動機・態度)を構造化する欧州パターン、③就職前などの職業選択に必須の職業能力評価指標のリスト化を促すパターン、④学卒時の学習アウトプットを職業基礎力の面からリスト化するパターンが見られる。これらの成立過程と項目リストの詳細が分析され、その結果、つぎの3 つの示唆が得られた。第1 にそれらが職業の基礎的・横断的部分と専門的観点か構成されること、第2に、資質項目に技術的なスキル、そして労働過程のマネジメントに関わる社会的スキルを含めること、第3 に個人それぞれの人格的資質(価値観や倫理観を含む)の保有も欠かせないこと。最後に、以上の観点から、職業能力・資質の評価標に関する30
